NSW Building Codes by Council
Every Sydney council has its own rules, and finding them usually means digging through long PDFs. BuilderApp’s new NSW building codes by council search puts the regulations for every state and Sydney council in one place, free.
Why local building rules matter
The National Construction Code sets the minimum technical standard for how a building is built. Your council’s controls decide what you can build on your block: setbacks, height, site coverage, landscaping and more.
Get either wrong and you face redesigns, delays or a refused application.

What's changing in NSW building rules in 2026
New building approval terms. NSW Parliament passed the Building (Approvals and Practitioners) Bill 2026 in August 2026. Construction certificates will become “building approvals” and occupation certificates “completion approvals” (MinterEllison).
Owners apply. Under the new Act, only owners, or builders with the owner’s consent, can apply for a building approval.
Tougher certifier penalties. Maximum penalties for certifiers rise from $33,000 to $1.1 million.
Start dates. Most provisions begin on dates set by proclamation, so check the current status before relying on the new terms.
NCC 2025: what it means for houses
NCC 2025 is out, but building ministers have paused new residential changes until mid-2029. For houses, NCC 2022 remains the benchmark, including the 7-star energy efficiency standard (The Good Builder).
To check national requirements for your project, use our NCC 2025 Compliance Search together with the council search.

3 mistakes to avoid with council rules.
- Assuming your neighbour’s rules are yours: controls can change at a street or zone boundary
- Using an old document: always check the current version
- Designing before checking: confirm setbacks and height before you pay for plans
